I suspect a Qt bug because affected apps use Qt6. https://bugreports.qt.io/browse/QTBUG-56214 looks similar, however my Qt version is newer than 6.6.0. Workaround for Kate: Create session, restart Kate, open the same session. No proper workaround for Dolphin due to https://bugs.kde.org/show_bug.cgi?id=506695. I haven't seen this in a while, but one workaround for me was to plug/unplug the wired mouse and then it would start working. I doubt we can do anything about it in Kate though.
