SUMMARY
With a drawing tablet (in my case, One by Wacom CTL-472), if the panel is set to "auto hide" or "dodge windows", the panel does not show upon hovering on the bottom edge. However, it does if on the left, right, or top.

STEPS TO REPRODUCE
1. Set panel to bottom edge + "auto hide" or "dodge windows"
2. Move drawing tablet pen to bottom edge

OBSERVED RESULT
Blue glow as if the taskbar will appear, but it does not.
Tapping the blue glow makes it disappear for the duration of the tap, then appearing again when let go.

EXPECTED RESULT
Panel un-hides.
