SUMMARY

Currently, you only able to select a single wallpaper for lock screen and it is different from desktop wallpapers.
Thus, not only you need to change wallpapers in both places, it will also be different if you use per-desktop or per-activity wallpapers.

My opinion is that should be default mode for new users, as they shouldn't care about lock screen wallpapers at all unless they want to.

And in case of per-desktop or per-activity wallpapers, lock screen will use background from last used activity/desktop.
