SUMMARY

Changing the global theme to "Breeze Twilight" isn't applied until the next login.

STEPS TO REPRODUCE
1. Go to "System Settings > Colors & Themes > Global Theme"
2. Select "Breeze Twilight"
3. Click "Apply"

OBSERVED RESULT
The panel still has the standard "Breeze" theme.

EXPECTED RESULT
The panel should have the "Breeze Dark" theme.

Cannot reproduce; for me it takes effect immediately. Differences between my setup and yours:

- Distro is Fedora 35 vs Neon Unstable
- Packages built from source myself vs packages from distro repo
- Qt is 6.6.0 vs 6.6.1
- GPU is Intel integrated HD620 vs NVIDIA GTX 950/960

I cannot reproduce on KDE Neon Testing with Plasma 5.92.90, Frameworks 5.249.0 and QT 6.6.1, so maybe a regression between Plasma 6.0 and 6.1?

I used virt-manager (https://virt-manager.org) to test current KDE Neon in a VM:

Still the same problem: after clicking "Apply" only the apps change their theme, panel/startmenu stay unchanged until the next login.

I can confirm this. I first noticed this a week ago on Plasma 6.2.4 (fresh install of Arch Linux). Also can reproduce on 2 devices, PC with Nvidia GPU and laptop with nouveau.
