Yeah, I've seen this too. We could add a refresh button or something so you can at least try again.

It's the review server for everyone, it just happens to be hosted on Gnome infrastructure. We could make our own, but I don't really see the advantage.

Possibly a similar root cause as Bug 470449.

Fixed by Marco Martin with https://invent.kde.org/plasma/discover/-/commit/acb816be7577f4a039a7dffd2b29a3dc627fa70c in Plasma 5.27.9!
