The opened file is also listed in the context menu of the task manager. The relevant code is mostly in kconfigWidgets KRecentFilesAction, which this kcm could expose some settings for this. Observe evidence for my suggestion that this UI should control everything because users are confused it if only controls a subset of things. :) Re-titling the bug.
