STEPS TO REPRODUCE
1. open Recent Files KCM
2. choose 'Do not remember' and apply the change
3. open a text file with Kate, or a pdf file with Okular, or an image with KolourPaint

OBSERVED RESULT
file opened in the last step is listed in 'File > Open recent' menu of used app
and in Places > History submenu of kickoff.

EXPECTED RESULT
'Do not remember' option should work

The opened file is also listed in the context menu of the task manager.

The relevant code is mostly in  kconfigWidgets  KRecentFilesAction, which this kcm could expose some settings for this.

Observe evidence for my suggestion that this UI should control everything because users are confused it if only controls a subset of things. :) Re-titling the bug.

The file that was opened is still listed in 'File > Open recent' menu of used app.
