STEPS TO REPRODUCE
1. disable all tootltips in all  config
2.  use falkon or krusader or very many programs
3.

OBSERVED RESULT
 tootltips still there

EXPECTED RESULT
no more tooltips like 15.1 and before (i think i remember)

there used to be many more tooltips setting options.
These were shrunk and still worked, if I remember correctly, until opensuse leap15.1.
Apparently then someone saw that much more config is switched with much less buttons than before and took away some setting effects.
the old switches are still missing in the config options of course.

Here is an ancient overview of switches that once existed, but far before opensuse leap 15.1, but these seem to be left unchecked somewhere.

You would need to file individual bugs on each affected app. It's up to the apps whether or not they will respect those settings.

Let's use this one for Falkon.

Please make tooltips KDE-wide disableable again, independent of program 
settings. You can still use them if they are available and desired.
The general not enable the tooltips turn off is completely unnecessary!
So additional option "Switch off tooltips in all programmes and KDE".

There is some confusion here, from myself as well. I recently learned that the option in question is not in fact a global option, and only affects Plasma panel tooltips. It's definitely not clear.

The current plan is to delete the option entirely, but we might end up being convinced to instead simply move it into the Panel settings window to make it clear that it's a Panel-specific setting.

There is no chance we'll actually make it a global setting that applies to all tooltips as such a thing would be practically impossible end end up being a "broken promise" setting; see https://community.kde.org/Get_Involved/Design/Lessons_Learned#%22Broken_promise%22_global_options.

Hello,

In my opinion this kind of an option should be located in the toolkit itself (Qt) or in some of its platform modules or styles (eg. kvantum).

The initial bug report implies it has some history with Falkon, while Falkon never had such an option.

Adding this kind of option to Falkon would imply high initial cost to implement it and high maintenance cost over time. (by cost I mean time and effort)

Due to this, I am closing this bug report.
