SUMMARY
on first start of Kid3 this dialohgue was displayed

There are two actions (Replace..., Reload) that want to use the same shortcut (Ctrl+R). This is most probably a bug. Please report it in bugs.kde.org

Probably, you are using an old version. This has been fixed with commit [48654919] and should no longer happen with versions >= 3.8.4.
