Same linux distro, same plasma version, same problem for me too. Wayland or X11 or both? I am running X11, I will ask a friend because he is running Wayland if he is experiencing the same issue Dear Bug Submitter, This bug has been in NEEDSINFO status with no change for at least 15 days. In what program?
If it's a context menu on X11 it almost certainly is not a kwin bug.

It's fine with wayland sessison. Well you reassigned the bug to the product for the KDE main website... reassigning again to plasmashell.
