confirmed on my neon dev unstable. plymouth-kcm is also affected. You are using the 'Sidebar View'. Is there same problem with the other 'View Styles' ? or if you start the single system settings module from the terminal. Any error messages ? Look and Feel: 'kcmshell5 kcm_lookandfeel' Could be missing 'qml-module-org-kde-kcm'. Same bug on Arch Linux running plasma 5.12 beta.
Options from "look and feel" and "desktop theme" disappear when I toggle sections on left side.

Plugin search paths are ("/usr/lib/x86_64-linux-gnu/qt5/plugins", "/usr/bin") The environment variable QT_PLUGIN_PATH might be not correctly set "file:///usr/share/kpackage/kcms/kcm_lookandfeel/contents/ui/main.qml" "Error loading QML file.\n28: module \"org.kde.kcm\" is not installed\n" and the window that appears is empty. Running $ sudo apt-get install qml-module-org-kde-kcm fixes it. This should be marked as confirmed in KDE Neon, and the dependences of the package fixed. this bug affects Arch Linux. There is no qml-module-org-kde-kcm or another package with similar name in its repositories. And nothing that provides libkcmcontrolsplugin.so ? Then Arch Linux is missing what should be a core KDE package (it's present in upstream Neon, just the depdancy information is missing)... If this is your issue, it's a packaging problem.

Created attachment 109249 [details] screen shot Bugs in Neon/dev/stable 20171205 build 1. in System Settings > Workspace Theme > Look and Feel there are no entries to select. It's just a blank screen. 2. In System Settings > Workspace Theme > Desktop Themes there no entries to select. Just a blank screen. These bugs are not in the dev/unstable release of the same date and they were not in earlier dev/stable releases but I don't know when they first appeared.
