I can confirm. For example if I increase the panel height to a very large value (e.g. 50% of the screen) and change screen resolution, the panel seems to get restored to some default size. Is this a duplicate of Bug 311529? That depends on how plasma handles size of panels. This bug can be understand as feature request for locking panel size to another panel as well.
