As a workaround, you can move the KRDC full screen toolbar to another location. Does that work for you? (Probably you need to disable the plasma toolbar temporarily for doing that operation) It is not just the question of krdc toolbar, the area where plasma panel is positionned if unhided is not usable in krdc. I guess this is the same as Bug 232554, because plasma is responsible for display auto-hide panels. It should not show auto-gide panels behind fullscreen windows. I would say same.
