Description of problem:

I attempted to place 2 panels on the lower edge of the screen, as
kde3.5/gnome/windows all support.

The second panel, rather than stacking above the existing panel covered the
existing panel, making it unusable.

How reproducible:


Steps to Reproduce:
1. right click desktop -> add panel
2. right click panel -> panel settings (is this another bug? that the panel is
not adjustable normally?)
3. "screen edge" drag to lower portion of the screen

Actual results:

Existing panel is hidden by the new panel

Expected results:

As in all other major DE, the panels should work together and stack, not
compete.

confirming    this issue, panels shouldn't be hidden by others
