Bug 167547 has a similar situation for filenames over SSH. However, instead of question marks, the user sees gibberish. Therefore I do not believe that the bugs are related. fixed for kde 4.1.2 and 4.2 (it seems that automatic bug closing still haven't been restored) *** Bug 167823 has been marked as a duplicate of this bug. *** Well, the problem seemed to be fixed in 4.1.2, but CD's or DVD's still mounts with wrong encoding.
