even with tips turned off when you run over the klipper on the task bar with an removable task bar, it displays a yellow tip box that stays there even as your move moves away and will only disappear if you bring back the cursor there long enough to let it get off.

Could the reporter give the steps to reproduce, including where the "tooltips turned off" is configured? Thanks.

in control panel --> desktop --> behaviour, "show tooltips" is turned off.

but when i put the arrow over the klipper icon, i get a tool tip in 
yellow/black. it doesn't stay anymore when i put the cursor away with 3.3, 
tho.

Hmm.. all docked applications show tooltips. So I think this is working as designed. I'll ask around.

I think this is normal behavior. Icons are put into system tray to show some info to the user and many have important info in tooltips.

This is what help file says about tooltips:

Show tooltips
Check this option if you would like to see tooltips for icons on the desktop as you hover the mouse over them. These tooltips display information about the file represented by the icon. Depending on the type of file, the information can range from simple file size and creation dates for unfamiliar file types, to complete meta information such as the content of tags for music files.

what if after 4 years of kde i don't need tooltips anymore and don't want them 
displayed on screen? is there a check box "do not show tooltips" that 
respects my choice for whole of kde anywhere?

You will have to wait for KDE 4, apparently. This is a dupe.
