Version:           unknown (using KDE 3.1.94 (3.2 Beta 2), Gentoo)
Compiler:          gcc version 3.2.3 20030422 (Gentoo Linux 1.4 3.2.3-r3, propolice)
OS:          Linux (i686) release 2.4.22

How to Reproduce:
Control Center->Appearance & Themes->Panels->Uncheck "Show tooltips"

Applications in the system tray still show tooltips.  All other components do not.

Expected Behaviour (Behaviour is not in the ISPELL dictionary btw):
The system tray should not show tooltips

Because the programs in the system tray are external applications, the kicker setting does not apply to them, you can workaround this by simply disabling tooltips in Control Center / Style.

I see the same problem. Disabling all tooltips works, but the only reason I am doing this is because the tooltips are not really working properly as mentioned here: http://bugs.kde.org/show_bug.cgi?id=69983

There are quite many releated features that has to be found to make something, had been easier if there was ways to find things that are related in other ways than just which extention they are in.

By the way, I'm using KDE 3.5 (Gentoo) and I have lookd for all "tooltips" options everywhere and disabled them, but I still do get them in the stuff on my panel. Had been better if KDE had been written the other way around that tooltips are disabled by default, as I think there had been more work put behind fixint the tooltips problem if they hadn't appeared.

Kicker is no more mantained and all bugs/wishes will not be fixed/implemented in KDE3. A list of the most interesting/unresolved issues which is still valid for KDE4 has been created. Before reopening old kicker bugs on KDE4 Plasma, please try the new KDE 4.3.1, check the current behaviour and, only if you find new bugs or if you need a particular feature, open a new bug report.

Remember that KDE 4 is a full rewrite of KDE 3 so some old features will not be re-implemented because the behaviour has be changed a lot on some sides.
