OS:          Linux (i686) release 2.6.5

I have just restarted my box.

Window Behaviour -> Advanced -> Active Desktop Borders is set to "Only when moving windows" and delay is set to 0

I have a panel on the right of the screen, 100%.

the only place windows can be dragged to is to the left ... (opposite the pannel)

now ... after i change the behaviour to something else ... then back again ... it works.  Left right up down ... all good now.

aint this fun ... 
on reboot ... put arts volume to realy low, and now ... fix kwin ... moral of the story ... dont reboot.
