Version:            (using KDE KDE 3.2.1)
Installed from:    Debian testing/unstable Packages

- Place a window in the bootom right corner of the desktop

- Resize the desktop with Resize and Rotate applet to a smaller resolution

- The window is resized to a smaller size even when there is space to the left/above

The opposite happens if the desktop size is increased.

In my opinion this is a bug, since the WM should not change the size of the window if it is not maximized and there is still space to move the window.

A window placed in the top-left corner is not resized in these cases, only when there is no more space.  I think this is the correct behavior.
