Version:            (using KDE KDE 3.2.0)
Installed from:    SuSE RPMs

Set those options to Konqueror and restart it in file manager mode:

Setting -> Configure Konqueror [Web Behavior]:
Open links in new tab instean ow new window - checked
Hide the tab bar when only one tab is open - unchecked 

Then try move splitter between tree widget and icons list. It is not possible and there are flickering in Konqueror window. See at this .mov (Apple QuckTime, 7MB):

Then check option:
- Hide the tab bar when only one tab is open

and restart Konqueror problem is not occured.
