Version: (using KDE Devel) Installed from: Compiled sources Started happening recently (not after an upgrade though): While attempting to resize the sidebar, it continually snaps back to its original size and cannot be successfully resized.
This is happening for me as well. I found a workaround: hide the sidebar, show the terminal emulator, show the sidebar again. Now the sidebar can be resized, as long as the terminal emulator is open. I tried to fix the problem by removing ~/.kdecvs and starting with fresh settings, but this did not help. I'm using KDE-CVS compiled on January 14th.

Very interesting... yes, that works for me too. Seems odd that depending on which order you turn on the terminal emulator and the navigation panel they overlap in different ways.
Just noticed this is a dupe of bug 72884
