My left monitor is set up for the panel (at the bottom of the screen) to autohide.  My right monitor is set up for the panel to stay on permanently.  When I move the mouse to the bottom of the screen on the right monitor the left monitor's panel unhides.

I can confirm this bug, it still exists in KDE 3.1.

Should it be assigned to the kicker package?

  No please leave it.  They kicker team will not do much/any xinerama 
development.  I have to track these.

By "xinerama", do you mean dual-head?  Xinerama is just a mode of dual-head 
display.  This bug occurs with xinerama disabled.

  Ah woops.  Yes this should not be assigned to Xinerama.  Someone decided to 
assign all of these to me one day.  Please assign it to kicker then.  I don' 
tthink anyone is watching dual-head.

With Xinerama this works in KDE 3.2 (though there's an even weirder bug 72186)

The bug title clearly states that this is a xinerama-off bug.

I was going to report something similar:
I also have Xinerama disabled but dual head. I am using autohide on both displays and moving the mouse to the bottom of the main display will activate the panel of both displays. Moving it to the bottom of the secondary display will do nothing. In pre-3.2 versions this behaved differently as mouse down on either display activated both panels (A bit easier to live with though, now it is quite difficult to select anything from the panel of the secondary display)
