Presently, a file can only be attached to a public message. This feature appears unavailable in the private message dialogue. These should be homogenized. This issue is correlated with my recent feature request, https://bugs.kde.org/show_bug.cgi?id=329891, unless the private and public dialogues remain separate in the UI.
