Occasionally the device notifier widget will slide up from a seemingly random location on the screen instead of the widget's actual location in the system tray. 

Reproducible: Sometimes

Steps to Reproduce:
Difficult to pinpoint exactly the cause. Just plug in a device (preferably AFTER a significant amount of work went on, or after resuming from standby or some such thing), and note the appearance. 

Actual Results:  
See screenshot. 

Expected Results:  
The widget should be forced to appear near the tray. Surely some extra code can accomplish this?

Problem has existed at least since 4.4.
