When putting the panel on another position (ie top of the screen) it doesn't stay there after rebooting

For the record: this is the same as bug 163429, but is marked as FIXED. Apperently the bug wasn't fully fixed or it has reappeared.

Or because it is fixed in trunk but because the reporter is using an older version it still occurs for them.
