Version:           4.5.9 (using 3.5.9 "release 53.4" , openSUSE )
Compiler:          Target: i586-suse-linux
OS:                Linux (i686) release 2.6.18.8-0.7-default

intendation using CTRL+I works
moving intendation backwords usign CTRL+SHIFT+I has no effect at all.

Using the feature from the menu works.

Check, whether you have kopete running and the global shortcut activated: 
1. open kopete 
2. Settings > Configure Global Shortcuts 
3. Read Message has the shortcut Ctrl+Shift+I by default. 
Remove it, if you don't need it.

If this is the case, then this is a duplicate of bug #80837.
