Applets for which the library has been deleted cannot be permanently removed from the desktop: they reappear on the next login.
They are not deleted from .kde4/share/config/plasma-appletsrc

- put an applet on the desktop, e.g. a clock
- remove plugin for applet: "rm libplasmaclock.so*"
- logout
- login
- read message about missing plugin: "This object could not be created for the following reason: Invalid applet description".
- remove the applet
- logout
- login
- observe that the applet is back
