REPRODUCABLE: Always
BEHAVIOR: Two scroll bars appear next to each other.  One is fully extended (cannot scroll), and the other scrolls the contained scroll object area.
EXPECTED BEHAVIOR: As in other web browsers, the "overflow-y: scroll" on the html tag should cause the main scrollbar to always appear, even if it is not required.

I noticed this once before, but disregarded it.  Now it has become a real issue as my centered web page shifts to the left or right to make room for the scroll bar if longer pages are loaded.
