It seems that actual behavior is slightly different: 1. I open KAddressBook. I have currently 3 distribution lists. 2. I create 4th distribution list. 3. I till see only 3 distribution lists (including newly created, but I miss one of old lists. 4. I restart KAddressBook and now I see all 4 lists.

What do you mean by "support for dnotify"? I have kernel compiled with CONFIG_DNOTIFY=y, I have fam running (because I saw in log that kaddressbook tries to use it), what else do I need?

The development of the old KAddressBook will be discontinued for KDE 4.4. Since the new application has the same name, but a completly new code base we close all bug reports against the old version and ask the submitters to resend there reports against the new product.
