Version:           3.4.3 (using KDE KDE 3.4.3)
Installed from:    Gentoo Packages
Compiler:          gcc (GCC) 3.4.4 (Gentoo 3.4.4-r1, ssp-3.4.4-1.0, pie-8.7.8) 
OS:                Linux

If I open smb://xxx/yyy where the directories/files with nonASCII symbols are instead of the right character I see non-reading names of files.
smb.conf is configured right.
smbtree lists the structure of shares right.
smbclient also works right.

In KControl I've tried to set Local Network Browsing -> MS Windows Encodind as: cp1251, koi8-r, ibm866, utf8... No effect.
If I try to go to the "Samba" configmodule and go to the "Administrator Mode" then after the _successfull_ root login I see not the module but the Main page of the Kcontrol (with info about the system). KControl version 3.4.3

SMB is supposed to transmit Unicode over the wire.
