I have an Blog on the Webpage http://www.blog.de.
Is it possible to develop a Plugin for Kontact to blog offline, and upload the new changes if the Connect is established?

Yep, this is all now possible, just acts like any cached kresource so you can make posts offline and they will be synced when you go online.
