Mandriva cooker, system (and user) locale is ru_RU.UTF-8, KDE has both ru l10n installed. Staring any component with KDE_LANG=en_US correctly changes UI language everywhere except side bars, whether in kontact or in individual application. Hmm also I get stack strace but I am not sure what is it related to - apparently everyhing works. I attach screenshot.
