When activating time of current entry it should be set to current time (or at
least nearest of 15-30 m intervals).

The most often case when using time is to set it to time of making an entry.

this is also suggested in this bug (wishlist): http://bugs.kde.org/show_bug.cgi?id=120657 (organisation of journal in blog manner).
