At the moment this is not possible because the Activity menu is internal to KWin (the Window Manager) and nobody except it has access to it. This might change in the future. Thank you for the answer! Might be something to think about at some point to enhance the use of activities. I think it makes sense, I saw a discussion on Reddit about "how do I move steam (which doesn't have kwin deco) to a different activity. Code in kwin looks simple enough. I'll give it a go.
