Well, this is like three reports in one but they are all closely tied together. Hence, I resorted to reporting them together.

1) There is no ability to associate "empty trash" action with a sound. I believe that this action definitely needs to be accompanied with an aural effect as currently there is no strong visual effect to counter this (nor do I believe that there should be)

2) There is currently no way to save, import, or export sound themes which makes installing new themes painful.

3) Perhaps most importantly, the KDE tends to exit always before the actual exit sound has stopped playing. This tends to create an impression of unpolished desktop experience. Perhaps there should be some kind of a generic wait-time before exiting (quick, but dirty fix using "sleep()"), or better, a way to wait for artsd (or whatever its successor is supposed to be) to finish playing stuff and then close the session.

konqueror/kdesktop now sends the "Trash: emptied" event when the trash is emptied.
Still todo: Create an actual sound for this event and associate it with the event 
 by default.

Related to this bug...

I noticed that if you ever set the empty trash sound notification, then
attempt to turn it off later... that the "Trash: emptied" section is
not removed from knotify.eventrc.  The only way to turn-off the 
empty trash notification once it has been turned-on is to remove
the "Trash: emptied" section from knotify.eventrc by a hand-edit.

2) is still open: in KDE 4.4  there is no way to save, import, or export sound themes yet.
