Version:           1.7.1 (using KDE 3.3.0, SuSE)
Compiler:          gcc version 3.3.4 (pre 3.3.5 20040809)
OS:                Linux (i686) release 2.6.8-24.10-default

After changing (a lot of) entries in my addressbook, I exported all contacts to a dataset (/home/user/documents/...). Viewing this dataset all german special characters (umlaute, s-sharp) look fine.
Then I use kmail "attach dataset" function to send this to another user, and the special characters arrive garbled in the in-box.
Note: If I use "Kontakt senden" from addressbook directly, there is no problem (for a single contact), the special characters remain intact and can be handled without problems by the other user.
This method of operation is a bit cumbersome for multiple changes, you have to remember and select everything.

Works fine with KDE 4.3
