i have the same problem, running kernal 2.6.8-24.11-default on suse with kde 3.3 and the cd burner is a USB based one, but it worked on other distros.
I recommend this bug to be closed as invalid. Reason: In the initial report, you said that there was no k3bsetup, which can fix this issue. Please file a bug with SuSE as they should provide a method of running k3b properly, if they decide to remove k3bsetup.
