Will not be generally changeable, except for special accessibility modes

How would one access these "special accessibility modes"?  It seems it should be easy to find as those who need "accessibility modes" often have "accessibility issues".

Please reopen this. 
This is a basic UI requirement for hi-dpi monitors - 
at the very least add a small/medium/large next to the border size picklist.
