Why would that be useful? Well, I sometimes add TODO tasks like a mad (plans, ideas) - and all of those are planned to be realized "really soon", so they have no real date set. Having an option "Show TODO tasks without finish date set" would let me quickly sort-out such tasks (like, ideas), so I can reserve some time for them.

Reassigning all KOrganizer bug reports and wishes to the newly created korganizer-devel mailing list.
The To-do List view lets you sort to-dos by start date and end date, so to-dos without dates are grouped together. Does that suffice?
