When image is panned in fullscreen mode (e.g. with the middle mouse button), scroll bars need not be displayed - they are only distracting and not really useful IMO.

the tool you are looking for is the slideshow tool. both of your requests (this and #91550 are useful for a presentation tool (the imageeditor is not one of them) and will cause confusion for users as the behavior will change substantially between non-fullscreen mode to fullscreen mode. the slideshow plugin has recently been extended to allow full user control using the mouse and keyboard.
