It seems that the CPU monitor is calculating cpu wait time in with the kernel processor amount.  It seems it would better be its own type of cpu type, or it should be calculated as unused.

If I'm doing something that requires high disk access, top shows that 80% of my cpu is in cpu wait state.  However, ktimemon shows that almost all my cpu is being used by kernel.
