This happened because according to the gaim developers some clients send such messages (including non-ascii characters) incorrectly. messages will be sent as ISO-8859-1 unless there is a custom encoding specified. This should work around the bug for now. If KDE 3.3.1 doesn't work for when it's released, please let us know so that we can redesign the whole outgoing message encoding algorithm (again).
