kbuildsycoca is not documented. It has no manpage. That's too bad, since I would like to know what a command does before I use it. It solved some problems though, so I'm happy it's there!

I was going to say, it will mostly have what you can already get from running 'kbuildsycoca --help' - all KDE apps should already answer to --help with some instructions for you.

There are already DocBook files about kbuildsycoca in kdelibs/kdoctools:
kbuildsycoca.entry.desktop
kbuildsycoca.man.desktop

However the corresponding Makefile.am is not made for using themm and at least 
the file name of the man page is wrong for KDE's build system.

Does anybody see a reason *not* to move the man page of kbuildsycoca(8) from 
kdelibs/kdoctools/kbuildsycoca.man.docbook
to
kdelibs/docs/kdelibs/man-kbuildsycoca.8.docbook
(for KDE 3.5.1 and KDE4)

Of course, this would not solve bug #89955, but it would be a first step to 
solve it by at least having a man page.

As we are talking about kbuildsycoca's documenation, can somebody tell what
kdelibs/kdoctools/kbuildsycoca.refentry.docbook was meant for?

I think that I have found the answer by myself.

In fact it is
kdelibs/kdoctools/kbuildsycoca.refentry.docbook
that needs to be moved to
kdelibs/docs/kdelibs/man-kbuildsycoca.8.docbook

(The DocBook seems to be a little outdated.)

Remove kbuildsycoca.man.docbook, as it does not seem useful anymore.
(It is not the DocBook for the man page and it is an "article", so not suitable
for a KDE documentation. If somebody really wants to make a KDE documentation
only about kbuildsycoca, he/she should better try to start from the
kdelibs/doc/kdelibs/man-kbuildsycoca.8.docbook that will be uptodate
at that moment.)
