MagnetLink URIs seem to be some form of P2P downloading scheme. It's used by Project Gutenberg and some other places. It looks like this project is quite abandoned. Is this wish still valid?
The specification page hasn't been updated since 2002, though I take this as evidence that the specification is stable rather than obsolete. It seems that MagnetLink URIs are widely supported by many popular BitTorrent clients. There are also browser plugins under active development. KTorrent supports now Magnet URI: https://bugs.kde.org/show_bug.cgi?id=214375 so maybe Konqeror should open Magnet URIs in KTorrent?
