Hmm, I'm not sure what application you are talking about, but Kontact has no systray icon. And the systray icon of kmail works fine here, even when kmail is embedded in Kontact.
Yes, I mean the KMail icon (which functions as a systray icon for kontact). It does not behave the way Konversation, Kopete et al do. When the Kontact window is not fully visible or on another desktop, it should be brought to the foreground on the current desktop. But Kontact instead minimizes the window, even if it is on another desktop. So sometimes one has to click once, sometimes twice to see the Kontact window.
I don't understand why this "bug" is closed as invalid, the reporter is right that the current behaviour isn't conform the standard or at least conform the behaviour of all other "systray aware applications". Maybe this isn't Kontact related, but kmail related. Can someone reopen this "bug" and change the product to kmail, this behaviour is still present in kde3.3.1.
Indeed, the systray icon is provided by KMail.
