Why? If there is traffic on the channel, the User #channelxyz can pop up like a user is query yourself. ? You can already do this. You've been able to do it since Kopete 0.7. But it does not behave like you describe, nor will it. Closing a channel window parts the channel. If you want to remain joined in channels you are not actively participating in, you should consider a bouncer like psyBNC.
