Version:           Unbekannt (using KDE 3.2.3,  (testing/unstable))
Compiler:          gcc version 3.3.3 (Debian 20040422)
OS:                Linux (i686) release 2.6.7

I defined 'german' language as default language and 'us' as
second language. When kde starts I have 'german' keyboard
layout, but I can't use the altgr function. When I change
the default language to 'us', and I switch to 'german' layout
the altgr function is right.

When german language is default, my kdm login works
correctly. But when kde starts the altgr function isn't working.

could you please check that in Layout Configuration in "xkb options" tab Right
Alt (AltGr) is configured properly. If everything is fine there but it still
does not work could you please send me your XF86Config file?

Here is the config file. At time us is my default language, because
when I changed from default us to de I can use the altgr key.

Could you please go to kxkb configuration and in 'Xkb option' tab turn off option  'Alt and Meta on the Alt keys' (may read a bit different on your X11) and see if it helps the problem?
