The "Document Relations" toolbar will appear on sites while they are loading and then disappear again after they have completely loaded. 

To reproduce:

1. Turn off the Document Relations toolbar
2. Open a new tab
3. Navigate to a relatively slow loading page (I used http://www.planetkde.org)
4. The Document Relations toolbar will be there while the page is loading and then disappear after the page has fully loaded.

After I've turned the toolbar off, I shouldn't see it ever again until I explictly turn it back on.
