A demonstration screenshot is attached. Note that not only maximizing is affected, kwin will also occasionally place newly opened windows partially hidden by the child panel, but I couldn't easily capture that.

I suspect kwin is confused by the bigger resolution on the other display.

I can confirm this, it still happens in KDE 3.3.
