KMail currently offers excellent support for custom reply/forward text, with multi-language and many codes for inserting date, subject, sender, etc.

I suggest adding %d for inserting GMT date and time. This would be useful for international projects.

Since I often switch between different languages for reply/forward text, I would also like it if there was a language selector in Composer windows that could be toggled on and off (like the Identity and Mail transport selectors).

Think the time is not a problem anymore - but the language selector would still be good.
