Version:           1.6.1 (using KDE KDE 3.2.1)
Installed from:    Debian testing/unstable Packages
Compiler:          Gcc 3.3.3 
OS:          Linux

When defining message filters there is option "file into folder". It only allows select local folders, which is totaly pain because i'm using IMAP and i have lot of subfolders there.

It's a limitation, that's true. However it's not a bug but a wish for a feature. That's why I change the severity. (BTW, that doesn't mean that it's low on the developers priority.)

This is the biggest wish I have.  Additionally I found that the filters
don't automatically work on IMAP folders.  You have to apply the filters
to messages in the folder by either selecting all messages or individual messages.

This is also my #1 wish for kmail.  I'm experimenting with KDE, I've been using Gnome, Evolution for awhile.  I really like the looks of things but not having the ability to move messages by filter to other imap folders is a killer for me...
